Position:  Construction Field Supervisor – Distribution

Location: Various (SE TX, LA, AR, MS)

Job Summary:

  • The Field Inspector will be engaged in projects for the construction of Distribution lines including the final commissioning and closeout phases. Below is list of activities the Field Supervisor may be involved in throughout the life cycle of a project from initiation to final commissioning and closeout.  Project scopes vary as will the roles of a Field Supervisor for each project.

Key Expectations:

  • Customer shall provide the procedures, process and governance for the assigned scope of work; however, the day-to-day direction of activities for the scope of work shall be the responsibility of the Contractor.  
  • Contractor shall be responsible for the safe and efficient over site and execution of construction activities related to this project.  
  • Contractor shall be responsible for the monitoring and the contractor shall provide reporting weekly to Customer as it pertains to the construction of the project.

Key Responsibilities:

  • Providing expertise to Customer’s project team as it relates to the development of the project scope, detailed construction plans, project cost estimates, project schedules and identification of outage requirements (list of outages, exact work dates, and construction resource requirements) to implement for new facilities.  
  • Contractor shall participate in daily tailboards, safety briefings, and on-site field/scope visits.
  • Contractor under the guidance of the Construction Engineer shall coordinate all switching plans Contractor shall coordinate with surveying and soil boring crews.
  • Contractor shall coordinate delivery of matting, vac trucks, and traffic control teams when necessary.
  • Contractor shall ensure that all necessary permits from the ROW and/or Environmental groups are in place prior to the start of any construction.  
  • Ensure that SWMPP is in installed and maintained as designed
  • Contractor shall co-ordinate with PM/CE to ensure all materials needed for construction are kitted and delivered to site.
  • Contractor is responsible for compiling all As-built documents, Distribution Change Order forms, timesheet approvals, and coordination of WO Field completion process. 
  • Contractor shall work with Customer’s construction engineer or assigned representative on any deficiencies or discrepancies.
  • Contractor shall ensure that Safety- Tailboards, JHA’s and applicable reviews are conducted with documentation of the date and time of such Tailboards, JHA’s, reviews and attendees.  
  • Contractor shall perform observations/hazard analysis as well as monitor the contracting crew members to ensure they are in compliance with all safety and operational requirements.
  • Contractor shall monitor the skills and abilities of the contractors relative to the tasks they are performing, their mental and physical state, any public exposure, and perform accident/incident reporting.  
  • Contractor shall participate in design constructability reviews.
  • Contractor shall ensure that all contractors working on site are in compliance with Customer mandated safety training and procedures (safety manual work procedures, De-Energized Work Plan, and Energized Work Plan). 
  • Contractor shall conduct Pre-Construction/Safety Kickoff meetings to outline what is expected of all contractors working on site  
  • Contractor shall conduct safety stand downs regularly and immediately after safety concerns or issues are observed.  
  • Ensure contractor returns excess material to stores and that it is credited to the job.  “Follow the Material Return Process”
  • Work with investment recovery in the salvage of conductor.  “Follow the Investment Recovery Process”
  • Contractor shall make known to contractors working on site the safe work expectations according to OSHA and Customer regulations in accordance with governance processes. 
  • Contractor shall conduct onsite audits for adherence to Customer’s Power Safe requirements:
  • Contractor shall ensure that contractor activities do not compromise system reliability.
  • Contractor shall ensure expected quality is achieved by all contractors work in the field.
  • Contractor shall perform quality assurance checks during construction
  • Contractor shall monitor schedule and progress versus requested in service date
  • Contractor shall identify and address all project safety and environmental hazards and concerns
  • Contractor shall conduct Coaching Cards, the minimum number conducted per week or month will be established by each Construction Manager at the beginning of the project.

 

Qualifications:

  • Must be eligible to work in the United States.
  • Valid driver's license required.
  • High School Diploma or GED required.
  • 3+ years of experience of transmission, substation or distribution line work.  Positions are tiered based on experience level.
  • Familiarity with OSHA Standard 1926, including Subpart V (Power Transmission and Distribution).
  • Average computer skills, including proficiency in Microsoft Office (Word, Excel), Outlook, SharePoint, and internet applications.
  • Proficiency in T&D standards, safe operation of line equipment, and familiarity with the operations of T&D construction.
  • Experience working in group settings and with governmental agencies.
  • Ability to interface effectively with internal and external clients at all levels.
  • Ability to prioritize effectively and adapt to a fast-paced, changing environment.
  • Willingness to travel extensively and maintain a continuous presence on assignments.
  • Physical ability to perform outdoor work and wear all required PPE.
  • Must be able to operate a motor vehicle and pass a background check, MVR check, and drug screening.
